Paul D. Fraim

Norfolk native Paul Fraim has a long history of public service. After practicing law for nearly 40 years and serving as Mayor of Norfolk for over 20 years, Mr. Fraim remains dedicated to building relationships with the citizens of Hampton Roads. During his tenure as a City Councilman and Mayor, Norfolk experienced extensive economic development and an unparalleled downtown renewal. Mr. Fraim founded Fraim & Fiorella, P.C. with his law partner, Todd M. Fiorella, in February 2003. Before that time, Mr. Fraim was a former member of the firm Rixey and Heilig, as well as a partner for 23 years with Heilig, McKenry & Fraim. After leaving his mayoral position in 2016, Mr. Fraim was appointed to serve as President and Chairman of the Slover Library Foundation.
